Marylanders feel like  their elected leaders aren’t working for us, and they are right. Elected leaders pay more attention to the national news, their party leaders and the big donors. All of these problems stem from the "corruption of  the two-party system”. 

Voters recognize this, but politicians in both parties insist that this system is inevitable and refuse to pass policies that would make small parties, independent candidates, and grassroots democracy more healthy.

If we want to solve any of the problems we face we must have a system that makes sure politicians are accountable to voters, and that the people have the power.

Andy has a plan for a Maryland model of multiparty and grassroots democracy

Andy’s plan includes:

A day one executive order to:

  • Direct the state board of elections to implement regulations which allow electronic signatures on ballot petitions.

  • Establish a task force on multiparty democracy that focuses on providing voters more healthy political parties and more viable independent candidates.

  • Establish a task force on grassroots democracy that focuses on improving the petition process for independent candidates, non-principal parties, Charter amendments, and referendum.

  • Direct Maryland Public television to adopt editorial policies allowing all statewide candidates into televised debates.

In 2027 Andy would sponsor legislation pursuing policy to:

  • Allow primaries for all recognized parties.

  • Open primaries to allow unaffiliated voters to choose which party primary to participate in.

  • Give parties the option to opt in to ranked choice voting for primaries and counties to opt in to ranked choice voting for general elections.

  • Provide public financing for all state level and school board races. 

  • Pass the Corporate Reset Act to prohibit corporations from engaging in campaign finance activity.

  • Publish state wide voter guide detailing each candidates bio and policy positions.

  • Hold special elections for vacancies.

  • Expand voting rights for state and local races  to include incarcerated people, young people, and people whose legal immigration status prevents them from voting.

  • Modernize the ballot petition process to codify electronic signatures, improve validation and curing processes, and ensure that petition circulators have sufficient information to challenge rejected petitions.

Andy would work to get the following constitutional amendments in front of voters in 2028:

  • Allow citizen Initiative for statewide constitutional amendments 

  • Establish proportional representation in the general assembly 

  • Lengthen the legislative session

  • Make the constitutional convention process fair
