Andy Ellis For Governor Campaign Statement on Flooding in Western Maryland

We are heartbroken by the devastating flooding in Western Maryland and stand in solidarity with every individual, family, and community affected. Our thoughts are with the Maryland residents—especially those who have lost homes, faced dangerous conditions, or are still awaiting rescue and relief. We also know that flooding and natural disasters do not know state boundaries and that people in states across the region are dealing with this disaster.

We applaud Governor Moore for declaring a state of emergency and taking immediate action. In times like these, swift leadership is essential—but so is long-term planning.

With the growing uncertainty about the future of federal disaster funding, Maryland must lead. We call on state leaders to work with our neighbors and the other Appalachian states  to create an Appalachian Disaster Relief Compact—a regional agreement among the Appalachian states that ensures:

  • Emergency disaster relief funding is available when communities need it—not subject to political delays or budget negotiations in Washington.

  • Mutual aid and cross-state assistance is formalized, allowing states to quickly share personnel, equipment, and resources when disaster strikes.

  • Support for civil society and mutual aid groups is built into the system, recognizing the critical role that volunteers, local organizations, and community-based networks play in reaching people traditional systems often overlook.

We are in a new era of overlapping natural and industrial disasters—floods, fires, train derailments, and chemical spills. Appalachia, with its legacy of extractive industry and underinvestment, is especially vulnerable. We must rise to this moment with bold cooperation and a commitment to human solidarity.

Maryland can—and should—lead the way.
